Requirements for planning and building in project alliances
The following prerequisites must be met for the implementation of a partnership model to be useful at all:
- Readiness for a fundamental cultural change combined with a new understanding of roles in relation to joint planning and realisation of the project. The alliance partners must see themselves as a value-adding partnership that regards each other as equals, commits to the jointly defined goals and jointly bears the risks for planning and realisation.
- The values on which this understanding of project management is based should be set out in a code of values that is supported by all parties involved. This should also be supported by the financing organisation.
- In a project alliance, the client must be involved in the planning and realisation process as an equal partner to its realisation partners. To this end, it must have sufficient staff of its own with the necessary technical and social skills and the necessary decision-making authority.
