Basic principles for decision-making
According to Figure 5, the Factsheet SIA 2065 defines the following decision mechanisms for the organization:

Decisions in the alliance project team are made in such a way that the project objectives are optimally achieved (best for project principle).

If no decision can be reached by consensus, the issue in question must be submitted to the alliance management team for a decision.

Decisions in the alliance management team can only be made unanimously.

If a unanimous decision cannot be reached, the issue in question must be submitted to the alliance steering team for a decision.

In principle, the alliance management team must reach all decisions unanimously. In the event that unanimity cannot be achieved, arrangements for conflict resolution should be agreed.
Exceptions to this mechanism are the matters specified in the alliance agreement where the building owner has the sole right of decision. For these decisions, the client has the right to assert its will positively (orders) or negatively (veto); the unanimity principle does not apply here.
